One of my officials raised a question from a HS freshman game this weekend.
The coach gave him #36 as the in-home, but when they came out for the lineup, he was not one of the starters.
He was wondering if and when he should throw a flag, what the penalty is, and who would serve it. Never having experienced this, I thought that throwing it out to ouor esteemed community would be the best idea. Any thoughts?

I usually just make them bring the right guy out onto the field, although I have seen officials call this delay of game and award possession to the other team. While the in-home not being on the field is not specifically addressed, I think if you call anything then delay of game is probably the right call.

I had a situation where the in-home wasn't on the field a few weeks ago, so I yelled to the coach that he needed to be on the field. He sends the guy limping out there and starts complaining about how the guy got injured in warmups and shouldn't have to be on the field. While that's reasonable, I'm not a mind reader! Tell me he got hurt so we can switch the in-home before th game starts.

Had something similar at a varsity game on Saturday. In-home was not the first listed in the book (the book was at the table during warm-ups), so we told the coach to change it before the line-up or be assessed a penalty. I don't always do this at the beginning of every game, but I'll check to see if the in-home is also in the line-up. If a penalty is to be assessed, I would call an IP/delay of game.

The first attackman listed on the roster, who sits in the penalty box for penaltys such as offsides, and I believe if a USC is assessed to an unruly coach he also sits.

according to ILF rules the in-home doesn't have to be a starting player. That is only true for the nominated defender who has to be a starting long-pole. In-home can be any player. These is according to international rules not sure if there is a difference to the NCAA rules.

This are german rules (DR 22.1 & DR22.2) . The ILF rules say nothing about the Nominated Defender.
Edit: The In-Home may be any Member of the squad.

I try to remind the lower level, newer coaches during captains and certification that the in home must start. Always check for them during the line up too.
