Is having a hole in the top of your mesh illeagal

Ok so i was facing off with someone i met at a park near my house when I noticed before we started that he had a hole in the top of his mesh. I let it go until we actually did the faceoff he put the hole over the ball and slid it through. this raised a red flag with me. :bull:

is this illeagal?

Explicitly illegal in NFHS (I wrote that rule).

NCAA says

Note 1: Any crosse in which the net is woven to the head in such a manner that a lip or hook is formed that might ensnare the ball is illegal.

which could be used to call such a stick illegal.
